Background
Jeff Balcombe wrote on the valuation of insurance organizations for
IRMI.com from 2007 to 2019.
Mr. Balcombe is the president emeritus of BVA.* He has testified over 70
times on issues related to general commercial damages, including economic
damages and lost profits analyses, patent and copyright infringement,
misappropriation of trade secret violations, purchase price disputes, wrongful
contract termination, shareholder disputes, financial fraud allegations,
securities class actions, and valuation issues, such as the valuation of
businesses and business interests, as well as fairness, solvency, and
reasonably equivalent value analyses.
BVA is a nationally recognized litigation, valuation, and financial advisory
firm that has a reputation for providing valuable insight and responsive
service to clients seeking guidance regarding complex financial issues. The
firm was founded in 1974 to pursue a simple but powerful purpose: to empower
others through its expertise in valuation, economic damages, and corporate
finance issues.
BVA has advised on numerous insurance-related valuation consulting projects,
including litigation consulting, acquisitions, sales, and valuation of
businesses for purposes such as mergers and acquisitions, tax planning, and
estate and gift taxes. His work has involved agencies, brokers, and financial
institutions, with personal lines and excess and surplus lines and other
specialty market providers that include nonstandard auto, health care, workers
compensation, and administrators.
Outside of a dispute context, Mr. Balcombe has been involved in hundreds of
valuations across numerous industries performed for various purposes, including
financial reporting, tax, employee stock ownership plans, solvency opinions,
and fairness opinions.
Mr. Balcombe was formerly a licensed certified public accountant in the state
of Texas and formerly held the designations of Accredited in Business
Valuation, Certified in Financial Forensics, and Chartered Global Management
Accountant awarded by the American Institute of Certified Public Accountants.
Mr. Balcombe formerly held the Chartered Financial Analyst (CFA) designation
awarded by the CFA Institute and was formerly an Accredited Senior Appraiser in
Business Valuation through the American Society of Appraisers. He is one of the
Panel of Experts that writes for, and is recognized by, the Financial Valuation
and Litigation Expert journal, a periodical that publishes technical valuation
and litigation consulting topics and is referenced by those in his profession.
Additionally, Mr. Balcombe has given presentations involving valuation and
litigation, including continuing legal education events, and is a published
author. He coauthored the Financial Valuation: Applications and Models (FVAM),
fourth edition, April 2017, and is a contributing author to the FVAM, third
edition, April 2011. At the request of the European Parliament Committee on
Economic and Monetary Affairs, he coauthored the study "Financial
Supervision and Regulation in the US: Dodd-Frank Reform," December 2018.
Mr. Balcombe was the founder and president of Blue Sky Billboards LP, which
became one of the fastest-growing outdoor advertising companies in Oklahoma
from 2005 through 2011. He led the sale of Blue Sky to a private equity group
after a sale process involving multiple bidders. Before joining BVA, Mr.
Balcombe was cofounder and CFO of a software company where he was the
coinventor on a patent and was involved in raising significant private capital.
Mr. Balcombe was previously with Ernst and Young LLP as an audit professional
and a financial advisory consultant, as well as a financial advisory consultant
at another firm providing services similar to BVA.
Mr. Balcombe received a master in professional accounting and bachelor of
business administration from the University of Texas, where he graduated with
honors.
In addition to his role at BVA, Mr. Balcombe is a member of the board of
directors of Nimbic Systems, Inc., a Houston-based, private-equity-backed
medical technology company, and is an adviser to a blockchain/cryptocurrency
fund. Mr. Balcombe is involved in his church as well as charitable causes. He
has been married since 1995 and has three children.
