Safety is where "the rubber meets the road" in any
risk management program. It is safety that is the
cornerstone of a contractor’s efforts to prevent
accidents, lower insurance costs, and comply with OSHA.
Every contractor is judged by its safety program. Owners
delve into it, general contractors judge subcontractors
by their safety program, and subcontractors consider the
safety program of those for whom they work. The first
questions from insurers deal with safety. Insurance
costs are evaluated based on past efforts and present
programs. The whole "cost of risk" is built upon
safety.
Safety is too often left to others. A safety director is hired and given authority,
sometimes working under the auspices of the Chief Superintendent or Operations.
Yet, you often hear "safety begins at the top," but safety directors are not
typically part of management. Also, persons responsible for risk and/or financial concerns, such as risk managers or CFO's have to explain and deal with their company's safety program.
