Dr. Ryles provides consulting services and expert testimony in insurance
litigation, regulatory matters, and consumer protection. He also works as an
Associate, Robert Hughes Associates in Dallas, and is a frequent author and
speaker on those issues.
Georgia Commissioner of Insurance from 1991 to 1995, he also was appointed
by Governor George Busbee to serve as Administrator of Georgia's Governor's
Office of Consumer Affairs from 1975 to 1982. Other government/regulatory positions
include: Statutory Advisory Committee & State Liaison Officer, U.S. Consumer
Product Safety Commission; president and vice president, National Association
of Consumer Agency Administrators; Executive Committee, NAIC; Chair, NAIC Anti-Fraud
Committee; staff, Communications Workers of America; chairman, Georgia Coalition
for Consumer Rights; board of directors, National Consumer Symposium, Tucson,
AZ, Georgia Consumer Center; Georgia Watch, Atlanta Health Care Alliance; Consumer
Rights and Remedies Committee.
Dr. Ryles received his MA and PhD in political science from the University
of Georgia and a BS degree from Troy State College. His academic experience
includes faculty positions at the University of Georgia, Georgia State University,
and Mercer University. Dr. Ryles is active in the American Risk and Insurance
Association, NAIC Passe Club, Insurance Section of the Texas Bar Association,
Association of Insurance Compliance Professionals, and the American Bar Association,
Tort Trial & Insurance Practice Section.
