Mr. Carter has worked as a health, safety, and environmental
(HSE) professional since 1978. His HSE career began in the
mining industry with Occidental Petroleum Corp.
(Occidental Oil Shale, Inc.), and later expanded into the heavy
construction industry with one of the largest engineering and
construction firms in the world, Fluor Corporation. During
his 20 years with Fluor, Mr. Carter was part of the corporate
HSE organization and was directly involved in numerous
construction and facility maintenance projects globally.
For 2 of those years Mr. Carter was the vice president of health
and safety for Fluor Hanford where he was responsible for a
health and safety organization that provided critical support
for the nuclear cleanup contract for the Department of Energy’s
Hanford site in eastern Washington State.
In 2005 Mr. Carter joined his current employer, the global
commercial real estate and facility management giant CB Richard
Ellis, Inc., as vice president of the company’s global HSE
platform.
Mr. Carter’s HSE career has included various responsibilities
and experiences in emergency preparedness and response, fire
protection and fire fighting, mine rescue and recovery,
emergency medical support, and training (OSHA/MSHA). During his
time at Fluor Hanford his 900-member health and safety
organization included occupational health and safety, the
Hanford security force, the Hanford Fire Department, radiation
protection, and emergency preparedness and management.
Mr. Carter is a member of the American Society of Safety
Engineers (ASSE), has been a task force member with the
Construction Industry Institute (CII), and was an active member
of the Integrated Safety Management working group for the U.S.
DOE Energy Facility Contractors group (EFCOG).
