Mr. Risk, a panelist for Tuesday's General Session, "Double Down: Winning
Strategies from Leaders in Construction Risk Management," began his affiliation
with the construction industry in 1978 as the owner of a painting and drywall
company. After 17 years in the industry and serving in voluntary positions in
subcontractor trade associations, he closed the company and became involved
in association management and legislative advocacy. As a leader in the subcontractor
industry in Texas, Mr. Risk spearheaded efforts to advance the subcontractor's
position in the Texas Legislature. His success with the American Subcontractors
Association of Texas caused industry leaders to tap him in 1998 to organize
the Texas Construction Association and appoint him its president and CEO.
The Texas Construction Association (TCA) supports legislative efforts favorable
to construction subcontractors and suppliers. TCA is comprised of 15 association
members and has over 2,300 companies as its members, primarily in the commercial
construction arena. It is the association sponsor for the largest construction
workers' compensation purchasing groups in Texas. Mr. Risk has been instrumental
in the drafting and passing of numerous construction-related laws in Texas.
These include statutes concerning indemnification, payment, mechanic's lien,
venue, and bonding. TCA's recent legislative effort in the insurance arena involves
setting standards for consolidated insurance programs.
Mr. Risk serves as a board member and officer for the Texas Self Insurance Group
Guaranty Fund and is a director of the Texas Group Insurance Association. Mr.
Risk holds a license as a Texas Insurance Agent and as a Texas Real Estate Broker.
He has been a construction industry arbitrator for the American Arbitration
Association since 1991 and for the Texas Residential Construction Commission
since its inception.
Mr. Risk holds a BA in Business (1977) from Austin College and a Masters in
Business from the University of Texas at Austin (1983).
