Mr. Huxel is one of the speakers for Workshop W3, “Managing Risks on High-Profile
Projects—A Case Study,” on Wednesday morning. He is currently the manager of
Risk Management (formerly the operations manager of Risk Financing) with the
Port Authority of NY & NJ. Mr. Huxel has had extensive involvement in the insurance
programs for the redevelopment of the World Trade Center site. Previously, he
worked as general manager and principal consultant with Comprehensive Review
Services, Inc. (CRS), a privately held risk consulting company in New Windsor,
New York. CRS’s clients included counties, towns, claims companies, and local
school districts. He gained much of his early experience and his specialization
in municipal risk management while serving as risk management officer for the
County of Orange, New York. Mr. Huxel has a proven track record developing and
implementing risk management programs.
Mr. Huxel received his bachelor of science degree in Business Administration—Financial
Management with a minor in mathematics from the State University of New York
(SUNY) College at Brockport, NY, just prior to settling in to a career working
with municipalities and not-for-profit agencies. In addition to his degree,
he has received his ARM (Associate in Risk Management) designation from the
Insurance Institute of America.
Mr. Huxel’s deep commitment to volunteerism has always been one of the most
important parts of his life. He has served and continues to serve the needs
of many different professional and community organizations. He has been the
president of the New York State Chapter of the Public Risk Management Association
and an active board member for the New York State Association of Self-Insured
Counties. His dedication and support for these organizations over the past 20
years, coupled with his strong technical proficiencies, enables him to tackle
virtually any project.
