DALLAS—Astronomical workers compensation
insurance rates and premiums are hurting the profitability of California
businesses and, despite recent rate relief legislation, the problem
will not soon go away. Short of leaving the state, businesses can’t
completely avoid the problem, but they can take proactive steps to control
