Jim Macdonald writes articles on TRIA and Terrorism Trends & Developments for IRMI.com.

Based in Philadelphia, Mr. Macdonald is a director with Navigant Consulting's Actuarial & Underwriting Services team. In this capacity, Mr. Macdonald provides insurers, reinsurers, brokers, public policymakers, and risk managers consulting services on a broad range of property and casualty insurance areas including dispute resolution and expert witness testimony, underwriting audits, and strategic issues ranging from terrorism insurance to the wind insurance crisis in the Gulf Coast.

Mr. Macdonald has published many articles and given numerous presentations on the issues of terrorism and insurance including Terrorism, Insurance and Preparedness: Connecting the Dots (Chapter 19 of Seeds of Disaster, Roots of Response, Cambridge University Press, September 2006), the Terrorism Risk Insurance Extension Act of 2005 (IRMI, Risk Report, February 2006), Terrorism, Insurance and TRIA: Are We Asking the Right Questions? (John Liner Review, Summer 2004) and Terrorism, TRIA and A Timeline to Market Turmoil? (RIMS National Convention, April 2004).

Mr. Macdonald's insurance careers spans more than three decades with a variety of roles as an insurer, reinsurer, broker, and consultant. Until late 2005, Mr. Macdonald was the chief underwriting officer for ACE USA where he became actively engaged in the successful effort to extend TRIA. Prior to joining ACE, Mr. Macdonald's key insurance roles were the president of C.N.A. HealthPro, president of the General Casualty Group of the American Home Assurance Company, and chief underwriting officer of AIG Risk Management.

Mr. Macdonald also has over a dozen years of underwriting and management experience with two of the world's largest professional reinsurance groups, Munich American Reinsurance and General Reinsurance. His prior experience as a professional consultant includes the creation of the nation's largest association captive while an Alternative Market Specialist with Marsh & McLennan.

Mr. Macdonald is a former member of the Advisory Boards of the RAND Corporation's Institute for Civil Justice and also of the Center for Terrorism Risk Management Policy. He is a graduate of the University of Notre Dame.
